Hello, I tried to install iCS by myself now on Ubuntu 12.04. However, I am still not able to run an application. iCS, ns 3.18 and sumo 0.22 have been installed succesfully. You need to uninstall xercesc in the synaptic package manager then download xercesc from source
http://archive.apache.org/dist/xml/xerces-c/Xerces-C_3_0_1/sources/
configure make and install
then download gdal1.6.0 from source
http://trac.osgeo.org/gdal/wiki/DownloadSource
configure make and install then copy gdal.so s from local/lib to lib
This worked for me on ubuntu 10.4
